CUDDAPAH, FEB. 8. The Assembly Speaker, K.R. Suresh Reddy, said on Tuesday that he would strive to enforce the `no work no pay' rule in the ensuing 45-day budget session. Addressing a press conference here, he said the recent All-India Whips' Conference decided to pay daily allowance to members only if the House transacted business on that day. The MLAs were being paid daily allowance so far based on their attendance in the House and signing of the register. Some decisions such as live telecast of Assembly proceedings and payment of daily allowance based on attendance were already in vogue.
Public issues on top
Public problems must top the agenda and the Assembly session used as a forum to resolve them, although each party has its own strategy, Mr. Suresh Reddy said. He described the deviation from the agenda fixed in the Business Advisory Committee meetings as `part and parcel' of the democratic set-up. Asserting that he would not let parties waste time, he said they would be given ample time for discussing public issues. Approval of the budget, formulated with outlays of thousands of crores, without a proper discussion was unfortunate, he said and added that every paisa has to be spent with the approval of the House. Several issues were being put forth by the Government and Opposition parties and a lot of discussions were needed, as they would augur well for the people. He hoped that members would optimally utilise the available time.
