Sheila Kaul summoned in housing scam case

NEW DELHI, FEB. 8. A Delhi court has summoned the former Union Urban Development Minister in the P.V. Narasimha Rao Government, Sheila Kaul, and her two personal staff in a housing scam case of 1996.

Taking cognisance of a charge-sheet filed by the Central Bureau of Investigation (CBI) in April 2003, the Special Judge for CBI cases, Aruna Suresh, summoned the former Minister and her two personal staff, S. Rajan Lala and R.K. Sharma, on March 21.

The charge-sheet accused Ms. Kaul of entering into a conspiracy with her two personal staff and allegedly allotting government accommodations here for a consideration.

The charge-sheet further alleged that the former Minister and her two personal staff made huge monies for themselves and thereby caused loss to the exchequer by allotting government accommodations to undeserving employees allegedly on payment of underhand money.

The FIR in the case under 120-B of the Indian Penal Code and various Sections of the Prevention of Corruption Act was registered in 1996 and the allotment of accommodations were made between 1992-95.

The charge-sheet alleged that the accused trio used to directly accept applications from desirous candidates seeking allotment of government accommodations and the Minister would pass allotment orders ignoring objections raised by the Director, Estate. The CBI had taken up the investigation of the case on a direction by the Supreme Court that had asked the investigating agency to probe the case on public interest litigation by Shiv Sagar Tewari, a Supreme Court lawyer.
