MLA stalls ZP proceedings

NELLORE, FEB. 10. The Independent MLA from Atmakur, K. Lakshmiah Naidu, stalled the proceedings of the Zilla Parishad general body meeting here on Thursday, on the ground that the question and answer session was ignored by the authorities.

Mr. Naidu was up on his feet when the S.E. (Rural Water Supply) was about to mention his department's activities and contended that as per the provisions of Zilla Parishad Act, the agenda can be taken up only after the listed questions were answered.

Proposal turned down

Mr. Naidu turned down the proposal of the Chairman, P. Chenchal Babu, that answers to questions will be provided at 4 p.m. and contended that the questions had to be answered immediately.

His question related to activities of so-called voluntary and non-Governmental organisations in his constituency. He reiterated that he will not resume his seat unless the questions raised by him were answered.

Mr. Naidu demanded the rule position to be explained either by the Chairman or the Chief Executive Officer. Sensing the atmosphere, the authorities summoned the Project Director, Integrated Child Development Scheme, who told Mr. Naidu that there were two NGOs in Chejerla and Kaluvoy of Atmakur constituency and all over district, there were 7 such organisations engaged in social work.

Not satisfied with the answer of the official, Mr. Naidu, contended that the two NGOs mentioned, were not active and urged the district Collector, to send a team of officials to probe into their working. He charged that the NGOs functioned only due to a favourable report from the ICDS.

Mr. Naidu also demanded a list of such organisations in each constituency be made available to all the MLAs.
