Rs.129-crore ADB-aided project for capital city

THIRUVANANTHAPURAM, FEB. 10. A Rs. 129-crore Asian Development Bank-aided project for the comprehensive development of the capital city is under negotiation, the Education Minister, E. T. Mohammed Basheer, told the Assembly today.

Mr. Basheer, who was responding to a calling-attention motion from Pirappancode Murali (CPI-M) on behalf of the Local Self-Government Minister, Kutty Ahamedkutty, said the project would cover development of road infrastructure, transportation facilities and sewerage and water supply systems and creation of institutional infrastructure for the all-round development of the capital city.

The Government proposes to constitute a Local Development Fund to oversee implementation of the project, he said.

No final decision

Referring to Mr. Murali's main demand that the Ulloor, Kadakampally, Attipra, Nemom and Thiruvallom panchayats, which were merged with the Thiruvananthapurm City Corporation, in 2000 should be retained as such, the Minister said the Government was yet to take a final decision in the matter. All that the Government had decided now, in principle, was to delink Attipra, Thiruvallam and Nemom from the municipal corporation, he said.

Mr. Basheer said the delinking was being considered on account of the scant attention that the development needs of these panchayats had received during the last four-and-a-half years. Since Ulloor and Kadakampally panchayats are closely linked to the city, it is considered prudent to retain them with the city. However, a final decision in the matter was yet to be taken.

Metro status

The Minister allayed the member's fear that the city would fail to get `metro' status if the proposal to delink the three panchayats was carried out. The city now had a population of 7.44 lakhs.

This would come down to 6.92 lakhs once the delinking was effected.

The argument that the city would get `metro' status once it had a population of 10 lakhs had no basis because there were several cities that had not been given metro status despite having a population of a million people. Thiruvananthapuram currently has B2 status.

This would remain even if the three panchayats were delinked, he said.
