NEW DELHI, FEB. 10. Stating that a multi-pronged approach was being adopted for developing infrastructure in the National Capital Region (NCR) to match the requirements of the 2010 Commonwealth Games, the Member Secretary, NCR Planning Board, P.K. Mishra, has said the Regional Plan 2021 has been prepared based on adopting an integrated approach towards development in Delhi, Noida and Gurgaon regions. This would go a long way in decongesting Delhi and providing counter magnets to facilitate outward shift of population of Delhi, Mr. Mishra said at an interaction organised by the PHD Chamber of Commerce and Industry here today. Dr. Mishra said that Delhi has to develop as city with hi-tech services and not as another industrial or wholesale trading centre. In this regard, the Board would ensure that industry and offices are shifted out of the Delhi region. It would also make suitable arrangements so that the government offices are encouraged to shift to the peripheral towns that would in turn enable these townships to develop further. He said that keeping in view the identified transport corridors and economic potential of the region one to two locations shall be identified in each part of the NCR to be developed as independent townships that would work as counter magnate towns for Delhi. Seven metro and 11 regional centres have been identified based on socio economic parameters in order to expedite development of the entire NCR. These would be fully developed by 2021. Dr. Mishra also stated that the peripheral expressway of 240 km that would surround Delhi and act as bypass for transit traffic will be completed by 2010 at a cost of Rs.3,600 crores. He invited the private agencies to come forward to invest in the Public Private Partnership models identified by the Government for development of transport network across the NCR region. He said the Regional Plan 2021 has for the first time incorporated the concept of Highway Corridor Zone for better connectivity between the NCR centres that shall be fully operational by the end of the plan.
