SHIMLA, FEB.10. The Himachal Pradesh Government, which is reeling under an acute financial crisis, could not get a substantial package even this year and instead make do with a bagful of assurances. There were hopes of some special package to the fund starved hill State as was assured by the UPA chairperson, Sonia Gandhi, during her visits. The Chief Minister, Virbhadra Singh, has maintained a number of times that the State has come under a massive debt of Rs 15,000 crores and has limited means and earnings of its own.
