CHANDIGARH, FEB.15. The Haryana Government today declared that February 23 would be observed as a public holiday in all its public offices including educational institutions, corporations and boards in the areas of those polling stations where repoll would be held on that day. An official spokesman said that February 23 would also be observed as a holiday in these areas under Section 25 of the Negotiable Instruments Act, 1881.
