BHOPAL, FEB. 15. The ruling Bharatiya Janata Party members faced some embarrassing moments in the Madhya Pradesh Assembly today when senior BJP MLA Dhyanendra Singh said that the Panchayat Minister, Narendra Singh Tomar, had only delivered a speech instead of replying to his query on implementation of the Gokul Gram scheme. Mr. Singh's remark came during question hour when the Panchayat Minister had given a detailed reply explaining the concept of Gokul Gram and pointing out how it was intended to ensure that funds meant to be spent by different departments in priority areas were being properly channelled to provide basic facilities in villages selected to be developed as Gokul Grams. The Speaker too had to intervene and tell Mr. Singh that the Panchayat Minister's reply was convincing and the issue needed no further elaboration. He compared Mr. Tomar's reply on Gokul Gram with an earlier reply on "Panch Ja" by the State Minister, Gauri Shankar Shejwar. The concept of "Panch-Ja"--the five Js for `jal, jungle, jameen, jan and janwar' (water, forest, land, human resources and cattle) -- was floated by the previous BJP Government led by the senior BJP leader Uma Bharti. Dr. Shejwar took initiative today and told the House that the Chief Minister, Babulal Gaur, wanted him to convey to the members that the Gokul Gram scheme also encompasses the concept of Panch-Ja.
