Probe against top forest official

By V.N. Harinath

HYDERABAD, FEB.15. The continuation of a top Forest Department official in office appears uncertain following an inquiry by the State intelligence wing into his ``malpractices'' and ``abuse of power'' by his subordinates. The intelligence report is stated to have recommended his shifting. Highly-placed official sources have indicated that his transfer was imminent.

The inquiry was launched after the Forest Minister, S. Vijayarama Raju, took up the issue with the Chief Minister, Y.S. Rajasekhara Reddy, as a follow-up to adverse reports in the media about the functioning of the Forest Department recently.

The department's vigilance wing has already completed an enquiry into the large-scale destruction of forest in 2,842 acres of land worth Rs. 4 crores at Pasra village (Warangal district) allegedly by hired persons at the instance of some landlords (as reported in these columns on October 7 and 28). The Conservator of Forests (Vigilance), D.K. Pandey, who conducted the enquiry, recommended disciplinary action against the Conservator of Forests, Warangal, and the then DFO, Warangal, for not taking ``appropriate'' and ``timely'' action in preventing the felling.

Significantly, the report noted that although they were aware, the officials failed in their duty leading to huge destruction of forests.

While admitting that there were instances of felling of trees in seven districts to occupy the land at the instigation of some extremist groups, the top official in his report sought to downplay the damage.

Wrong signals

An instance of irregularity in the department was encroachment/raising of cotton crop in forestland in Pasra by landlords. No effort was made to either register a case against them or lodge a police complaint.
