NEW DELHI, FEB. 15. GAIL (India) Limited has signed a memorandum of understanding (MoU) with Spectra International Limited of Bangladesh to explore the possibilities and identify areas of joint co-operation in CNG infrastructure development projects and gas retail markets in that country. The MoU was signed by the GAIL Director (Planning), B. S. Negi, and Khalid H. Khan of Spectra on the sidelines of the `Third Asia Gas Buyers' Summit' here on Tuesday. The GAIL Chairman and Managing Director, Proshanto Banerjee, was present on the occasion. As per the MoU, GAIL will consider undertaking CNG (compressed natural gas) and gas distribution projects on `Build, Own, Operate and Transfer' (BOOT) basis, as offered by the Bangladeshi authorities. Spectra, on its part, will offer certain services required in the implementation of projects in a cost-effective and timely manner as also provide the necessary support and coordination in obtaining all the statutory clearances required for such projects from the Government of Bangladesh. Apart from this, GAIL and Spectra will jointly identify opportunities for setting up training facilities in the gas sector in Bangladesh. Spectra will develop business opportunities involving GAIL's expertise in CNG, gas distribution and marketing to private and public sector companies there. Besides, the two companies will offer consultancy services to Petrbangla and its subsidiaries and other companies on design development, operation and maintenance and feasibility studies for CNG, gas distribution and marketing projects in Bangladesh. Spectra, according to a GAIL statement here, is a leading Bangladeshi company engaged in civil construction, real estate, logistic support services, hospital engineering and healthcare support services and also does the liaison work for foreign companies entering Bangladesh.
