Mayor not to apologise

London: The Mayor of London, Ken Livingstone, has risked transforming a local drama into an escalating crisis as he refused to apologise for likening a Jewish newspaper reporter to a concentration camp guard. With three Holocaust survivors sitting in the public chamber at City Hall and in the face of pleas from his political friends and foes, he said he could not withdraw remarks because to do so would make him a ``liar.'' With condemnation mounting, the Board of Deputies of British Jews formally reported Mr. Livingstone for investigation by the Government's local government watchdog, accusing him of ``gross insensitivity.'' —
