NEW DELHI, FEB. 15. Within days of Oxford University deciding to confer a honorary doctorate on the Prime Minister, Manmohan Singh, America's most prestigious university, Harvard, has also decided to award him a honorary doctorate and has invited him to give a special lecture. Dr. Singh has accepted both the honours and is expected to travel this summer to England and the United States to receive the degrees. According to an aide, the Prime Minister could make a bilateral visit to the United States. When Dr. Singh met the American U.S. President, George W. Bush, in New York last September, Mr. Bush had asked if he had ever been to the Oval Office. Dr. Singh replied in the negative and Mr. Bush remarked: "I must get you over there."
