KOCHI, FEB. 15. The victims of the December 26 tsunami will be permanently rehabilitated before next monsoon. They will get temporary residing places before this month-end, the Chief Minister, Oommen Chandy, has said. He was briefing presspersons after a Cabinet meeting held at the Government Guesthouse here this morning. The Cabinet also decided to present before the Prime Minister, Manmohan Singh, special packages for farmers and traditional industries. The agriculture sector and traditional industries are reeling under acute financial crises. Though the State has many schemes for these sections, it could not be implemented owing to financial constraints, Mr. Chandy said.
Charge for Ministers
The Labour Minister, Babu Divakaran, will be in charge of the rehabilitation at Alapad; the Tourism Minister, K. C. Venugopal, that of Arattupuzha; and the Fisheries Minister, Dominic Presentation, the tsunami-affected regions of Ernakulam district, including Edavanakadu. Temporary sheds have already been made at Arattupuzha. As many as 300 sheds have been completed in Alapad. The Ministers will be in regular touch with the officials concerned and sort out issues in connection with the rehabilitation. District Collectors have been asked to speed up the construction of permanent residences. The Ministers for Revenue, Fisheries and Labour will hold discussions with the officials concerned regarding a comprehensive rehabilitation package for the victims.The Government will move the Supreme Court against the observations made against the former Minister of Forest K. P. Viswanathan, Mr. Chandy said. The Cabinet decided to give no-objection certificate for a B.Pharm. course at Amrita Institute for Medical Sciences.
Paddy procurement
The Government will release Rs. 6 crores for supporting procurement of paddy and will work on a permanent system for paddy procurement. This was decided at a meeting held after the Cabinet meeting. The amount is being released as the Collectors had complained that outstanding dues were hampering the procurement. According to the new scheme, padasekhara samitis (committee for paddy fields) will be given priority in procuring paddy. In their absence, cooperative societies or agencies approved by respective Collectors will be allowed to procure paddy from farmers. The State will work on a permanent scheme for paddy procurement. According to this scheme, the Civil Supplies Department will procure paddy, either directly or through agencies. The department will process the paddy to rice and sell it to the Food Corporation of India.
