Order to produce IT exam procedure

KOCHI, FEB. 15. The Kerala High Court today ordered that all the orders relating to the conduct of the Information Technology practical examination for Tenth standard students be produced before the court.

The direction was given by Justice Thottathil B. Radhakrishnan when a writ petition filed by M. K. Abdulla of Kasaragod came up for hearing. The petition sought to restrain the Government from conducting the IT practical examination beginning from Thursday as it was illegal.

In an affidavit, the Government said that the IT@ school project had been introduced in the schools in a phased manner. The IT subject was introduced in standard VIII in 2002-03 while it was introduced in standard IX in 2003-04. It was made part of the syllabus of standard X in 2004-05. Of the 2,735 Government high schools, only 15 schools did not have any computers. However, the Government had made other arrangements for making available computers in these schools. The affidavit said that the conduct of examination had not been left to any private agency .The examination was being conducted by the Commissioner for State Examinations. The software for the examination was being developed by the Commissioner and the State Council for Educational Research and Training with a third party. The petition was posted to Thursday for further hearing.

Lottery

The Government today informed the court of Justice K. M. Joseph that it had decided in principle to revive the State lottery.

In an affidavit filed in response to a writ petition against the ban of all lotteries in the State, the Government said that the decision to ban all the lotteries were taken in public interest. In fact, the Government was aware of the hardships caused to number of sellers which included physically- challenged persons and the weaker sections of society due to the ban order. So, it decided to revive the State lotteries. The affidavit said that the Central Government had been approached to prohibit the lotteries of other States conducted in violation of the provisions of the Lotteries Regulation Act. However, no decision had been taken by the Central Government.

Eviction order

A Bench comprising Justice R. Bhaskaran and Justice K. T. Sankaran today dismissed a petition filed by Current Books, Ernakulam, against the Ernakulam Rent Control Appellate Authority's order for evicting the Current Books from the Ernakulam Press Club building. The appellate authority had found that that the tenant (Current Books) had other outlets in Ernakulam and elsewhere and no hardship would be caused if eviction was ordered. It further said that the landlord (Press Club) needed space for expansion of its activities. The Bench observed that the finding of the Appellate Authority that a bona fide need for space had been established did not call for any interference.
