HYDERABAD, FEB. 17. The thrust of Finance Minister K. Rosaiah's maiden full-fledged budget after the Congress resumed power to be presented in the Assembly tomorrow at 12.25 p.m, would be development, with a sizable allocation going to irrigation. Giving a broad outline of the budget, Mr. Rosaiah said the allocations for various sectors would be in tune with the priorities drawn by the Congress Government when it took over eight months ago. "The focus would be on development. No sector will be neglected and all of them including social welfare, health and education sectors will get their due," he added, refusing to divulge details. "Wait till tomorrow. Within the available resources we will try and present a good budget to the people", the Minister said responding to questions from mediapersons. It was wrong to say to that agriculture and rural development may not get the allocation they deserve. On the plan to reduce subsidy to power sector, he said: "If it comes down, it also shows that the efficiency levels have gone up." He said the Government received a number of suggestions on budget, after it put the annual fiscal framework on the website. Some of these had been incorporated in the budget proposals. Meanwhile, sources said Mr. Rosaiah proposed no fresh taxes or increase in the present imposts tomorrow. "Andhra Pradesh is a heavily taxed state and we don't dare to increase the burden any further," they said.
New initiatives
According to indications, agriculture and irrigation sectors were likely to get high allocations in tune with the thrust to rebuild the rural economy. Mr. Rosaiah may also launch new-time initiatives to introduce fiscal discipline so that the deficits can be wiped out by 2008 as stipulated by the Centre.
