Second round of talks doubtful, says emissary

HYDERABAD, FEB. 17. The CPI (Maoist) emissary, G. Kalyan Rao, expressed doubts on the continuation of the peace talks by the State Government.

Speaking at a meeting organised on the situation in Nepal by the CPI (ML) Janashakti and CPI (Maoist) here on Thursday, Mr. Rao said that the Government was wary of the growing popularity of the Maoists. He claimed that intelligence agencies had reported that Maoists were becoming popular when given a chance to peacefully propagate their ideology and therefore the Government had unleashed the police on them.

The Maoists had brought the people's agenda to the talks and this led to their growing popularity, he said. Referring to Nepal and the imposition of emergency by King Gyanendra there, he said that for the oppressed and exploited people there was little difference between monarchy and parliamentary democracy as both supported the exploiters.

Chandranna of CPI (ML) Janashakti demanded an end to military help by India to Nepal arguing that these arms were being used against the people of Nepal. He pointed out that Maoists in Nepal were on the verge of capturing power and therefore King Gyanendra had to clamp down on the media to prevent news of their successes spreading.
