Britain is to start producing a hydrogen bomb, a Government report on defence announced on February 17. Stating that the nation had the ability to produce thermo-nuclear weapons, the report added, "After fully considering all implications of this step, the Government have thought it their duty to proceed with its development and production." The report said if the West did not use "the full weight of our nuclear power, Europe can hardly be protected from invasion and occupation. The emergence of the thermo-nuclear bomb has overshadowed all else. New and revolutionary problems are posed requiring courage and imagination for their solution. Nevertheless, our problem is still fundamentally a dual one. We have to prepare against the risk of a world war and to prevent it."
