Haryana steps for counting on February 23

CHANDIGARH, FEB.18. All arrangements have been made for the counting of votes in the 90 Assembly constituencies in Haryana on February 23, the Chief Electoral Officer, Urvashi Gulati, said here today.

She confirmed that as per the latest directive of the Election Commission, the counting of votes would be taken up at 4 p.m. on February 23 instead of at 8 a.m. on February 27 as fixed earlier.

All the Returning Officers have been instructed to intimate the change of schedule to all the contesting candidates and their election agents in writing. And in the case of polling stations where re-poll has been ordered on February 23, the counting of votes will be taken up after the re-poll is completed and the EVMs are sealed as per procedure.

She further said the Returning Officers have been instructed that result of counting of votes of such Constituencies where the margin of votes between the winning candidate and his nearest rival is less than the total number of postal ballot papers issued, but not received till 4 p.m. on February 23 shall not be declared without the prior permission of the Commission.

In such case, the Returning Officers shall refer the matter to the Commission along with the information relating to the total number of postal ballot papers dispatched and the total number of postal ballot papers received from the voters till the time of counting.

The postal ballot papers received back from the electors by 4 p.m. on February 23 should be counted, she added.

All the observers have been directed to reach their respective Assembly constituencies by February 22 afternoon.

All the Deputy Commissioners and Returning Officers have also been directed to make adequate security arrangements.
