PONDICHERRY, FEB. 19. The Pondicherry Education Minister, K. Lakshminarayanan, has said the Pondicherry Institute of Linguistics and Culture (PILC) would soon be upgraded to a deemed university. Inaugurating a two-day seminar on `folklore and world views,' organised by the PILC in collaboration with the Mysore-based Central Institute of Indian Languages (CILL) here today, Mr. Lakshminarayanan said the institute had been doing research on various aspects of culture and linguistics.
