BJP alleges bungling in power plant appointment

NEW DELHI, FEB. 21. The Delhi Bharatiya Janata Party president, Harsh Vardhan, today alleged a scam in the appointment of SBI Caps as private consultants for establishment of the 1,000 MW gas-based power plant at Bawana in North-West Delhi. Demanding immediate cancellation of this appointment, he said SBI Caps had been criticised by the Comptroller and Auditor-General (CAG) in its last report for under-valuing the assets of the erstwhile Delhi Vidyut Board.

In a statement here, Dr. Vardhan said the Government was trying to oblige the private power distribution companies and a conspiracy was being hatched to award the contract for the Bawana power plant to one of the companies. Warning that his would result in monopoly of the private companies in distribution as well as generation, a situation dangerous for Delhi, he said that these two distribution companies should be barred from making any bid for this plant in future.

Also, he said that it was the SBI Caps that had help in privatisation of power sector in Delhi and its adverse impact on the people of Delhi was being felt till today. The under-valuation of assets had led to a bungling of Rs. 3,000 crores, something that had even been commented upon by CAG.

The CAG had questioned the appointment procedure for SBI Caps and its method of working in its report and despite all this the Sheila Dikshit Government had gone ahead and appointed SBI Caps as the private consultants.Charging that the intentions of the Chief Minister were not good, the BJP president said that despite his repeated demand for a CBI inquiry into the privatisation of power sector in Delhi, nothing was being done by the Central Government. All the objectives that were stated at the time of privatisation had failed and the people of Delhi were suffering badly under the private sector companies.

He said the 330 MW Pragati Power project was working fine and the Government had even claimed that it was earning profit from it. "Then where was the need to hand over the Bawana project to a private company and why it could not be executed in a joint venture with a public sector undertaking or by the Delhi Government alone?"
