Disaster management

Sir, — A major portion of Jammu and Kashmir has virtually been cut off from the rest of the country. Hundreds of people have been buried in icy graves and thousands almost marooned. Are not the authorities supposed to be geared for such eventualities as the terrain is such that avalanches can occur any time? Have we not been talking of having in place a disaster management committee for quite some time now?
