Graduate engineers on the warpath

THIRUVANANTHAPURAM, FEB. 22. The Kerala Irrigation Engineers Association has protested against what it described as the undue lift being given to diploma holders in the Water Resources Department.

The secretary of the Association said here today that because of this, B. Tech. and M. Tech. degree holders from prestigious institutions like the REC languished, while diploma holders who worked under them were being promoted above them. He drew attention in this context to the B.Tech. and M.Tech. degree holders who were appointed as Assistant Engineers in 1993. While they were remaining in the same post, diploma holders who were made Assistant Engineers after 1994 were being promoted as Assistant Executive Engineers.

Even non-existent vacancies were being invoked to accommodate the diploma holders, he added. He charged those concerned with misinterpreting the High Court order of July 20, 2000, also to the advantage of the diploma holders. He said that the Public Works Department (PWD) had through its order dated October 3, 1994, brought to an end the promotion of diploma holders over the heads of the degree holders. But the order was not for some reason being extended to the Water Resources Department.

He said that even though the Association had been highlighting the issue for the last few years, the authorities were acting as if they were not aware of it.
