MANGALORE, FEB. 22. "The Union Budget should focus more on Health and Education in India. Social justice is important and the Government should pay more attention to the masses and get away from areas which is not its main concern,'' said Sunil S. Bhandare, Chairman of the Drafting Group of the Liberal Budget 2005-06 of the Indian Liberal Group (ILG). Mr. Bhandare, who briefed presspersons here on Monday about a convention held in this regard, said that the Government should adopt aggressive privatisation and disinvestments policies. Citing an example, he said, there has to be growing participation of the private sector in strategising the role of Primary Heath Centres.
Public expenditure
Mr. Bhandare emphasised on the need to increase public expenditure from 4 per cent of the GDP to 6 per cent of the GDP, with a big chunk for primary education. About the administration of justice, S.V. Raju, ILG president, said the Government should not hesitate to provide funds to help the judiciary to speed up work. "There are 2 crore cases pending. There are reportedly 26 per cent vacancies in courts," said Mr. Raju. The importance of alternative forums to seek justice, such as arbitrators in the form of retired judges or competent persons and pre-trial councils, should be thought of. Attention was drawn to the condition of undertrials in prisons. "Because of the slow pace of criminal justice in the country, the condition of undertrials in prisons is becoming pathetic," said Mr. Raju.
