Norms for transfer in Health Department

THIRUVANANTHAPURAM, FEB. 23. The Government has issued guidelines for transfers in the Health Department.

Employees who have worked in TB sanatoria, mental health centres and leprosy sanatoria for two years will be given preference in transfers.

The guidelines say that a person will not be allowed to continue in a seat or section continuously for more than three years. In this regard, the definition of station mentioned in general transfer norms will be applicable to health services also. One year's service in Alappuzha and Thrissur Medical Colleges will be considered as one and a half years' service for transfer purposes. Working arrangements, accommodation and change of posts will not be permitted for the convenience of individuals.

Guidelines for couples

The guidelines suggest that those who have served in hilly and other difficult areas for three years should be given transfer to places of their choice. The total service in such areas should also be considered. Couples should be posted in the same station or nearby stations.

Direct recruits should be posted to hilly and other difficult areas, villages and interior areas to the extent possible. This will apply for those appointed through the district recruitment board also. Posts filled through employment exchanges will be considered as vacancies for general transfers.

The guidelines will be relaxed for posting qualified doctors in posts belonging to the specialty cadre.

An official release said that applications for transfers should be submitted before February 15. This year, time up to February 28 will be allowed. Transfer orders should be issued before April 15. Inner-district transfer should be effected only after the department head carries out inter-district transfers.
