Bureaucracy is top heavy in M.P.

BHOPAL, FEB. 24. The Babulal Gaur-led Bharatiya Janata Party Government in Madhya Pradesh has a top heavy administration. Against an IAS cadre strength of 300, which allows three Chief Secretary-level posts and an equal number of ex-cadre posts at the same level, there are now nine senior bureaucrats serving in the Chief Secretary grade in the State. The three Chief Secretary-level posts are those of the Chief Secretary, the President of the Board of Revenue, and the Director-General of the State Academy of Administration. With the latest promotion of the Chairman of the Madhya Pradesh Board of Secondary Education, U.K. Samal, in the Chief Secretary grade, the number of officers in the Chief Secretary grade has now gone up to nine in the State.

This is three more than the total number of cadre and ex-cadre posts permissible under the All-India Services Act read with the Indian Administrative Service (Pay) Rules. The State Government's grip on the situation when it comes to cadre management of members of the Indian Administrative Service borne on the Madhya Pradesh cadre gets further reflected by the fact that presently there are 26 officers in the Principal Secretary grade against a permissible limit of 17. The situation is almost the same when it comes to the management of the Indian Police Service cadre in the State. At present there are 18 IPS officers in the State who have been promoted to the Additional Director General of Police grade against the permissible strength of 10.
