NEW DELHI, FEB. 24 . The President, A.P.J.Abdul Kalam, today called for achieving total sanitation in rural areas by the year 2010. This mission could be taken up jointly by the Ministries of Rural Development and Health and Family Welfare, he said after presenting the Nirmal Gram Puraskar for total sanitation. Mr. Kalam said that as the facility was yet to reach over 100 million dwelling units, the target should be to take sanitation to at least 20 million units annually. "While providing this facility we should ensure provision of adequate water supply also," he said, while suggesting a five-point agenda to the Rural Development Ministry to achieve the target. The mission must be executed through village panchayats in conjunction with the societal establishments mobilised for the purpose. The Rural Development Ministry could organise State-wise training programme for the members of the sanitation mission. There was a need to educate the children from the age of three to make use of sanitary facilities. "As a nation we had to keep our environment clean. This is essential for better health of all citizens and also for presenting a wholesome and aesthetic atmosphere for us."
Rich source of energy
Mr. Kalam said efficient and environmentally clean method to dispose of garbage had always been a major technological challenge. Mounting garbage was a rich source of energy and the potential for converting this waste into useable energy had been realised by some agencies. "India needs thousands of mini power-plants using municipal waste. This can be a mission of the Ministry of Rural Development." The Nirmal Gram Puraskar has gone to 13 gram panchayats each in Tamil Nadu and Maharashtra, 10 in West Bengal and one each in Kerala, Gujarat and Tripura, while the only Block Panchayat Award went to the Melpuram Block in Kanyakumari district of Tamil Nadu. The Nandigram-II block in Medinipur district of West Bengal was presented a special award for total sanitation.
