PANAJI, FEB. 27. With the Congress-led Pratapsinh Rane Government seeking the crucial vote of confidence tomorrow, all eyes are on the Speaker, Vishwas Satarkar, whether he would recognise Mr. Rane as the Leader of the House or accept the ousted Chief Minister, Manohar Parrikar's claim that he still enjoys the confidence of the House. The Governor, S.C. Jamir, has written to Mr. Satarkar to make seating arrangements for Mr. Rane and his Cabinet members during the session tomorrow. The letter follows a representation by the Goa Pradesh Congress Committee delegation led by Mr. Rane and the GPCC president, Luizinho Faleiro, that proper seating arrangements had not been notified till late Saturday. The letter sought necessary directions to the Speaker. The Governor has also asked the Speaker to allow the electronic media cover the proceedings, according to the Officer on Special Duty to the Governor, Sebastian Zumvu. Mr. Zumvu told The Hindu that the Governor sent the letter on Saturday evening, stating that the appointment of Mr. Rane as the Chief Minister and other Ministers had been notified in the official gazette. With the senior BJP leader, Digambar Kamat's resignation of his membership on Thursday, the strength of the 40-member House has come down to 35. While the ruling United Legislature Party comprises 18 members 15 from the Congress and one each from the Maharashtrawadi Gomantak Party, the Nationalist Congress Party and an Independent, the BJP front comprises 16 members, including Matanhy Saldanha of the United Goans Democratic Party.
