Budget satisfies Mahadevappa

BANGALORE, MARCH 1. The Janata Dal (S) may not have given the Union Budget for 2005-06 a unanimous thumbs up, but the Rural Development and Panchayat Raj Minister, H.C. Mahadevappa, today announced, "As RDPR Minister, I am completely satisfied with the budget."

He told presspersons here that the trickle-down from the Rs. 18,000 crores committed to rural development and the Bharat Nirman scheme would be considerable, and he is keen to garner every rupee of the allocation for the State under various schemes, which will be implemented by the gram panchayats and zilla panchayats.

The department's wish-list has been more than amply realised, be it the Rajiv Gandhi Rural Water Supply Scheme, rural electrification, the setting up of the National Horticulture Mission, or rural roads.

Mr. Mahadevappa said the department has sought Rs. 300 crores from the Centre for rural roads. Work has been completed only on less than 15,000 km of roads. He is also seeking Rs. 150 crores for building rural roads from the State Government, he said.

Karnataka also benefits, along with Andhra Pradesh, Gujarat, Rajasthan, and West Bengal, in the announcement enhancing funds for safe drinking water schemes from Rs. 3,300 crores to Rs. 4,700 crores. The problem of unsafe drinking water is acute, and Karnataka has about 20,000 habitations to be covered under the scheme.

Training

Mr. Mahadevappa said all schemes will now be implemented through the panchayats and local self-governments. The new members of the gram panchayats will be trained in all aspects of governance by the Abdul Nazeer Sab Institute for Rural Development in Mysore, especially now that greater autonomy has been given to the local bodies.

Mr. Mahadevappa said legislators are not resisting these changes and smarting over the fact that their say in the village-level decision-making process is going to be minimised.

They are willing to play whatever role they are assigned, he added.
