HYDERABAD, MARCH 1. Former minister and senior TDP member, Yanamala Ramakrishnudu, today urged the Speaker to refer to the Ethics Committee the publication of newspaper advertisements containing speeches made by the Chief Minister, Y. S. Rajasekhara Reddy, in the Assembly. Participating in the budget debate, he said Dr. Reddy's speeches were being published in their entirety within a few days. He contended that Assembly proceedings would become a public document only after they were published in its bulletin. He said it amounted to contempt of the House and sought to know whether the Speaker's permission was taken. He urged K. R. Suresh Reddy to refer the issue to the Ethics Committee. The Speaker said Chair assured that he would examine it.
Rosaiah joins issue
The Legislative Affairs Minister, K. Rosaiah, quoting rules from Kaul and Shakdar, asserted that contempt of the House was not committed. Referring to Mr. Ramakrishnudu's remark that it entailed additional expenditure, the Minister had a dig saying that the Government wanted to limit to "at least 10 per cent" of what was spent on publicity during the TDP regime. The TDP member said that the pre-1983 situation had returned in the State and that the ruling party had to talk to Delhi on cellphone before doing anything.
