TIRUNELVELI, MARCH. 3. Over 200 members of the Confederation of Bharat Sanchar Nigam Limited Executives, including 25 women, staged a daylong dharna in front of the Office of the General Manager, BSNL, Vannarpet, here today. The protestors said the BSNL administration, which earlier agreed in black and white for time-bound promotions between the fourth and sixth years, was not prepared to honour its commitment and instead was making extra efforts to thwart the accord. Hence the BSNL should give promotions to the officers within the stipulated period, and due weightage for past service be given while candidates are considered for promotion. Condemning the Union Government's decision to increase the cap of the foreign direct investment to 74 per cent, the confederation said it would undermine the security of the country. The country, which refused to accept foreign assistance even after the tsunami virtually devastated the coastlines of some of the States, should not accept the `foreign assistance' in the telecom sector. Accusing the Telecom Regulatory Authority of India (TRAI) of annihilating the BSNL, the protestors said the private players in the telecom industry were squandering the money of the rural population of the country even after the TRAI reduced the Access Deficit Charges in their favour. The government's move to privatise the BSNL, the public sector telecom major, should be given up forthwith, they demanded. The protestors have decided to wear black badges on March 5 and to observe a two-day relay fast from March 15. The presidents of Sanchar Nigam Executives Association (India) and All India BSNL Executives Association, K. Sundaraparipooranan and Jayapaul, the district secretaries of the associations, Manthiramurthy and Sankarakumar, engineers Balachandran and Jayabaraj, among others, participated.

A similar dharna was staged in front of the BSNL General Manager's office here also today in which about 140 BSNL officers took part. They urged the authorities to introduce Industrial Dearness Allowance (IDA) for all officers with effect from October 1, 2000. They also demanded that time bound promotion should be given to officers of all ranks, and all Junior Telecom Officers and Sub Divisional Engineers be promoted immediately. They urged the Centre to stop the proposed move to recruit management trainees at the level of Additional Divisional Engineer cadre.
