Draft proposals for KDP presented before councillors

KOZHIKODE, MARCH 4. The draft proposals of the Kerala Development Project (KDP) for 2005-2006 prepared by various working groups were presented before the Kozhikode Corporation Council here today.

Proposals have been drawn up for projects worth Rs. 15.08 crores, including the productive (Rs. 1.5 crores), service (Rs. 2.85 crores) and infrastructure (Rs. 5.92 crores) sectors, slum improvement (Rs. 1.3 crores), Scheduled Caste development (Rs. 2.13 crores), nutrition (Rs. 70 lakhs), solid-waste management (Rs. 70 lakhs), computer literacy (Rs. 5 lakhs) and project implementation and monitoring (Rs. 1.46 crores).

The Mayor, Thottathil Ravindran, who chaired the special council session, said the ward committees would discuss the draft proposals by March 10. A development seminar based on these discussions would be conducted on March 12 and the proposals with amendments would be endorsed by the council on March 14. The State Government had stipulated that the proposals be submitted to the District Planning Committee on March 15.

The council will meet again at 11 a.m. on Saturday to discuss the technicalities in the draft proposals.

Out of the total estimate of Rs. 15.08 crores, Rs. 12.95 crores will be allocated in the general category and Rs. 2.13 crores in the special category. Around 10 per cent of the allocation will be earmarked for the productive sector, 19 per cent for the service sector and 40 per cent for infrastructure sector, 10 per cent for slum improvement and 21 per cent for anganwadis, solid waste management and computer literacy programmes.

Mr. Ravindran said that service and infrastructure sectors would be given top priority for development of Kozhikode city. Focus would also be given to the tourism sector. Steps would be initiated to provide safe drinking water and improve the sanitation facilities in the city.

Productive sector

Out of total allotment of Rs. 1.5 crores in the productive sector, a sum of Rs. 5 lakhs each has been earmarked for agriculture and animal husbandry, Rs. 51.5 lakhs for fisheries, Rs. 50.3 lakhs for water conservation and Rs. 40 lakhs for industries.

Improving organic farming (Rs. 9.92 lakhs), constructing a veterinary hospital at Mankavu (Rs. 5 lakhs), housing scheme for fishing community (Rs. 5 lakhs), construction of fish market (Rs. 17.5 lakhs), training for women in self-employment (Rs. 2 lakhs), renovation of existing fish markets (Rs. 10 lakhs), construction of stalls at Central Market (Rs. 1.5 lakhs) are some of the sub projects in agriculture and fisheries.

Allocations have been made for a commercial complex near bus stand (Rs. 9.5 lakhs), infrastructure development at industrial plot at Nellikode (Rs. 21 lakhs), electricity yard lighting at Nellikode Industrial Estate (Rs. 20 lakhs), exhibition of small-scale industries (Rs. 3 lakhs) and survey of small-scale industries (Rs 1.5 lakhs).

In the sub-projects of water conservation, allotments have been made for Neelichira renovation (Rs. 11.37 lakhs), Neelichira water tank (Rs. 10 lakhs), Eranhipalam-Vazhathurathy renovation (Rs. 6 lakhs), rainwater harvesting (Rs. 1 lakh), conservation of ponds (Rs. 7.89 lakhs) and Kuttichira pond renovation (Rs. 20 lakhs).

Service sector

In the service sector, projects in the health category has been allotted Rs. 40 lakhs, drinking water (Rs. 25 lakhs), education (Rs. 40 lakhs), housing (Rs. 40 lakhs), women (Rs. 30 lakhs), poverty alleviation (Rs. 40 lakhs) and old and disabled (Rs. 70 lakhs).

A comprehensive hygiene plan will be implemented in the city. A sum of Rs. 15 lakhs has been earmarked for this purpose. Other projects include a night-soil treatment plant (Rs. 2 lakhs), comfort station (Rs. 3 lakhs), repairing the crematorium at Chalathara (Rs. 5 lakhs) and Manari (Rs. 1 lakh) and modern slaughterhouse (Rs. 4 lakhs).

The spill-over projects in the housing scheme will be continued next fiscal. Proposals have been envisaged to construct new houses (Rs. 30 lakhs), repairing (Rs. 5 lakhs) and roofing (Rs. 5 lakhs).
