HYDERABAD, MARCH 4. The Assembly witnessed a furore today over the issue of tenders relating to the Nettampadu project in Mahabubnagar district, culminating in a walkout by Telugu Desam Party members. The TDP members wanted tabling of the enquiry report submitted by the additional secretary, Irrigation, S. Sivakumar, on the "irregularities" in inflating the project's estimated value. The Finance Minister, K. Rosaiah, however, rejected the demand saying the Government was examining the report. N. Janardhan Reddy (TDP) and G. Chinna Reddy (Congress) locked horns on the issue, which figured through a query tabled by C. Lakshma Reddy (TDP). It snowballed into a wordy duel when the Major Irrigation Minister, P. Lakshmaiah, said the project would be completed in 2009.
`Costs bloated up'
Dr. Janardhan Reddy said this was at variance with the deadline announced by the Chief Minister, which was three years. He alleged that engineers had changed the estimated value several times for the contractors' benefit to the tune of Rs. 170 crores. The original figure of Rs. 710 crores was first changed to Rs. 860 crores and later to Rs. 840 crores and to Rs. 829 crores. The Leader of the Opposition, N. Chandrababu Naidu, said what was on in the State was not "jala yagnam" but "dala yagnam." Dr. Janardhan Reddy said the lapses highlighted by the press were such that the Government was forced to postpone the opening of the tenders for the 12 packages from March 2 to March 14 and order an enquiry by the IAS officer. He alleged involvement of the Chief Minister's office, the Irrigation Minister and the Congress MLA of the district in the scandal. Dr. Chinna Reddy retaliated that Dr. Janardan Reddy was behind the tender irregularities in the district during the Telugu Desam's reign. With the Government refusing to table the report, the TDP members trooped out of the House.
