THIRUVANANTHAPURAM, MARCH. 7. A human rights organisation in Kerala has urged the National Human Rights Commission (NHRC) to investigate the allegation that a minor girl from Kollam had been raped in a "military camp" in Thiruvananthapuram. The allegation was raised by the girl in a deposition given to the Judicial First Class Magistrate (Kollam) under Section164 of the Cr. PC on June 10, 2004. On January 31, the girl was found strangled to death in her house. The police arrested her brother on murder charge. The 15-year-old girl was the victim of a sex-for-money racket case registered by the Kollam police in April 2004. In September, a police team from Kollam had brought the girl to the military camp at Pangode here to identify the place of occurrence of the alleged crime. A police official, who accompanied the victim to the military camp, told The Hindu that the girl could not identify the place of crime. No identification parade was conducted as part of the probe, he said.
Petition
In a petition to the NHRC chairperson, A.S. Anand, secretary-general of the Confederation of Human Rights Organisations, Kerala, said that though the case was registered on April 30, 2004, the victim's statement was recorded under Section 164 of the Cr. PC only on June 10. The girl was taken to the military camp to identify the place of occurrence of the crime only on September 4. He alleged that the "undue delay" on the part of the police had adversely affected the investigation and worked to the advantage of the accused persons. When contacted, the Kollam police said the investigation in the case was on track and so far 20 persons, including the woman mentioned by the girl in her deposition, have been arrested by the police in connection with the case.
