LA PAZ (Bolivia): The Bolivian President, Carlos Mesa, on Tuesday submitted his resignation before Congress after several days of massive protests against his Government, the presidential chief of Staff, Jose Galindo, announced. Mr. Galindo said the resignation was ``a painful decision made by the President.'' Mr. Mesa's hold on power was never strong, and his administration was beset by myriad protests, including campaigns to raise taxes on oil companies, shut down a French-owned water utility and for autonomy of the country's wealthiest region.
