HYDERABAD, MARCH 9. The Rajolibanda Diversion Scheme (RDS) conceived during the Nizam period to benefit Mahabubnagar and adjoining areas now falling in Karnataka is not only back in news but has the ruling Congress in a bind. It spelt trouble for the TDP Government with Rayalaseema and Mahabubnagar farmers pitted against one another before the last general elections. Now the Congress is in trouble due to a mini-hydel power plant of 4.5 MW capacity being constructed by a relative of the Chief Minister, Y.S. Rajasekhara Reddy, upstream the RDS. Originally, the diversion scheme was conceived to provide irrigation to more than 80,000 acres in Mahabubnagar district. But as the Telugu Desam Government did not keep a check on the diversion of additional quantity of water by Karnataka farmers, the latter increased their ayacut from 5,000 to 30,000 acres. This has led to dwindling of inflows into the State by at least 10 tmcft from 16 tmcft to 6 tmcft.
