PATNA, MARCH 9. The Bihar Governor, Buta Singh, today said that he would shuffle the bureaucracy to improve the law and order situation in the State. The Governor reviewed the situation with the Chief Secretary, K.A.H. Subramanian, and other senior officials informally and set out his priorities. His first priority was to improve the law and order, which was a "precondition for development, happiness, prosperity and employment opportunities." Mr. Singh said that the administration would crack down on anti-social elements and terrorists. However, human rights would be protected and education promoted. The Governor said that he had explored the possibilities of forming a popular government for seven days in vain. He had made it clear to the political parties, alliances and independents that he would go only by the Constitution. No single party, alliance or group of independents had the necessary arithmetic. Eventually, he had recommended President's Rule to the Rashtrapati Bhavan, he said.
