NEW DELHI, MARCH 10. Reiterating their demand for restoration of the third promotion scheme and an increase in the retirement age to 65 years, hundreds of university teachers marched to Parliament today. The march was led by the Delhi University Teachers' Association (DUTA), All-India Federation of University and College Teachers Organisation (AIFUCTO) and the Federation of the Central Universities Teachers' Association (FEDCUTA). While pointing out that the Government's policy must not result in reducing higher education standards, the teachers demanded that the third promotion that was granted by the Government and UGC but withdrawn soon after be restored. A written agreement was reached at a meeting between the HRD Ministry and AIFUCTO on September 4, 1998. "Among other things, the Government committed in writing to a scheme for third promotion for teachers who may not be M.Phil or PhD and consequently would not get designated as readers. Even though MHRD/UGC promised to clear a scheme of third promotion to all university and college teachers, it is unfortunate that MHRD/UGC has not yet formulated any such scheme so far,'' a statement issued by the teachers said. The teachers have also asked for parity of librarians and director of physical education with teachers to be restored as well as a quick implementation of the Career Advancement Scheme to be made effective from January 1, 1996. "While the earlier pay revision was made from 1.1.1996, the implementation of the promotion scheme/CAS has been effected from July 1998. The CAS needs to be implemented from 1.1.1996.''
