DHAKA, MARCH 11. The Bangladesh Rifles (BDR) and the Border Security Force (BSF) have massed personnel and artillery on the border following the exchange of fire over the construction of barbed-wire fences on the northern Panchakumar frontier. Though tension ran high among villagers, there was no fresh outbreak of hostilities. The BDR and the BSF, who have traded fire intermittently since last week when Indian workers resumed building the barbed-wire fence, have blamed each other for the incidents. The firing was triggered when the BDR opposed the border fencing by the BSF within 150 yards of the Bangladesh territory determined by the Indira-Mujib Agreement. Tension had built up at the Khagrachari hill-district frontier following the construction of a block in the Matiranga Shafi Tila area on the Bangladesh side.
