CHENNAI, MARCH 12. Thousands of executives of Bharat Sanchar Nigam Limited have expressed dissatisfaction over, what they call, delay by the management in implementing a "time-bound promotion scheme" which the Government agreed to implement during the formation of the BSNL. According to the press secretary of the United Forum for BSNL executives in Chennai, R. Chakrapani, when the BSNL was formed in October 2000, the management called for an option from all executive officers of the erstwhile department of telecom to join BSNL. It was then announced that promotions would be given in 4-6 years on a time-bound basis as was available in other public sector units. But even after four years, the policy was not implemented, he said. The union executives held demonstrations and dharnas in the last three weeks all over India. Junior telecom officers, junior accounts officers, sub- divisional engineers, divisional engineers, accounts and chief accounts officers, besides DGM level officers participated in the protests. Their demands include immediate implementation of the promised promotion policy, and stopping any recruitment of management trainees, which could affect the executives' promotion chances. The united forum executives plan to go on a work-to-rule agitation from Tuesday. In Chennai, the protest would be held at the Chief General Manager, BSNL Tamil Nadu telecom office on Anna Salai, Mr. Chakrapani said.
