CHENNAI, MARCH 14. A writ petition has been filed in the Madras High Court for the constitution of a high-level committee to identify the places where the "two-tumbler system" is followed, and to take action against those who practise it. According to the petitioner, P. Selvaraj of Thirumalaigiri in Salem district, his minor son Kanjamalayan was attacked by some caste Hindus as he questioned the "two-tumbler system" at Thirumalaigiri bus stop. Though it was the boy who suffered injuries and hospitalised, the assailants lodged a complaint and had him arrested. Despite a legal bar as per Section 7 of the Juvenile Justice (Care and Protection of Children) Act, the Magistrate concerned remanded him to judicial custody on February 5, the petitioner said. Alleging caste bias among senior enforcement officials themselves, Mr. Selvaraj said they should be directed to take action against the offenders immediately after receiving complaints. In Salem district alone, the two-tumbler system was in existence in several places, he said, and wanted a committee to be constituted to look into the issue.
