The Lok Sabha on March 14 broke an old convention to enable members whose names were proposed to serve on the Select Committee to review the Constitution (fourth amendment) Bill to speak on the motion for reference of the Bill to the Committee. After Prime Ministder Nehru had moved for reference of the Bill to a Joint Select Committee of the two Houses, the Speaker, Mr. G.V. Mavlankar, said that there was a convention of the House that members of a Select Committee ordinarily did not participate in a debate over a meeting referring a Bill to that Select Committee. "I think, if the House agrees with me, we should not act upon that convention only in the particular instance in view of the importance of the measure that is before us for consideration. There are certain important members in the Select Committee who otherwise will either remain out or will not have a chance of having their say at this stage. We might, not as a general rule but only for this occasion, relax the rule or convention," said Mr. Mavlankar. The House agreed with him and the Speaker thereupon called Mr. N.C. Chatterjee (Hindu Mahasabha), a member of the Select Committee, to speak on the motion.
