Governors' discretion

Sir, — This refers to the article, "Shifting sands of discretion" (March 15). It argues that vesting some measure of discretion in the Governor will still be inescapable, as he will have to judge who would command the majority support of the Assembly. Why not simplify the election of Chief Minister instead? Once the Election Commission declares the results, the House should meet within a week. The Chief Justice of the High Court/Supreme Court should be the automatic pro tem Speaker. He should conduct the business of electing the Chief Minister. It should be just like the election of the Speaker.

Sir, — The scope of discretion vested with Governors should be limited. Clear guidelines should be provided. The recommendation that the Leader of the House be elected along with the Speaker of the House appears reasonable.

Sir, — Fractured mandates are expected to increase in the coming years. With all the hue and cry over the manner in which partisan Governors exercise their discretionary powers, it may be worthwhile to consider electing Governors directly.

Sir, — The main reason for fractured verdicts is unprincipled alliances. This gives room for foul play by parties in a bid to capture power with or without the help of the Governor.
