Pondicherry March 15. The suspended AICC member and former Minister, P. Kannan, has alleged malpractices in the administration and sought the Lieutenant Governor, M.M. Lakhera's intervention. The Lt. Governor has the constitutional authority to take action against questionable practices and corruption in government departments. Mr. Kannan told reporters here that the manuals of the Central Public Works Department, which were applicable for finalisation of contracts by the PWD of the Pondicherry Administration, were ``blatantly violated on several occasions.'' He said he had exposed some officials for such violations. If the Chief Minister, N. Rangasamy submits his budget even after exposure of his ``corrupt practices'', it would give the impression that the party was unconcerned by the violation of democracy and norms of clean governance here, Mr. Kannan said. Mr. Kannan said in Pondicherry the Congress was showing itself in a poor light organisationally. He said if, despite his allegations, nothing was done to sack Mr. Rangasamy, he would hold a public meeting to announce his future course of action. On the Union Health Ministry's to convert JIPMER into an autonomous body, he said he and his supporters were in solidarity with the employees and workers protesting the move. He said that the Central Government should explain to the people how the autonomous status would be help them. The Centre should guarantee that the welfare of the workers and their working conditions, MBBS admission process and the recruitment of employees not suffer.
