MANAMA, MARCH 15. Iraq's Kurdish and Shia leaders have decided to go ahead with the first session of Parliament tomorrow, and agreed to work out the remaining details about forming a coalition government. Requiring a two-thirds majority to form a government, the United Iraqi Alliance (UIA) a Shia formation, and the Kurdish parties had come close to finalising a deal last Thursday. It was decided that the UIA candidate, Ibrahim Jaafari, would become the executive Prime Minister, and the Kurdish leader, Jalal Talabani, the President. The agreement, had it been concluded, would have marginalised the pro-U.S. interim Prime Minister, Iyad Allawi, whose Iraqiyah slate had secured just 40 seats in the transitional assembly, in the January 30 elections. The UIA has 140 seats while the Kurdish parties have 75. Barham Saleh, a Kurd, has indicated that Shia and Kurdish negotiators today planned to meet officials from Mr. Allawi's Iraqiyah Party to fill some Cabinet posts.
Status of Kirkuk
Ali Al-Dabagh, a UIA member, said "some issues were revised and those revisions are still being discussed." Mr. Dabagh said he was hopeful that a final agreement would be reached soon. Discussions have also hovered around the status of the oil city Kirkuk, which the Kurds want to be formally recognised as a Kurdish city. They are also looking for a commitment that they would receive a 25 per cent share of the oil revenues. Mr. Dabagh said the Shias had accepted that the Speaker of Parliament should be Sunni. Discussions would now be held with Sunni representatives to finalise the decision..
