SHIMOGA, MARCH 15. The budget proposals of Kuvempu University for 2005-2006 show an overall deficit of Rs.5.5 crores, which the university plans to manage by seeking a bank loan. While the expenditure is estimated to be Rs. 42.9 crores, its income from all sources is expected to be Rs. 37.4 crores, leaving a deficit of Rs. 5.5 crores, which is likely to be created if the ongoing works of the last year are completed without taking up any new work during 2005-2006. Presenting the budget estimates for 2005-2006 at the Academic Council meeting held at the Jnana Sahyadri at Shankarghatta, about 30 km here, on Tuesday, the Finance Officer, D.R. Ramachandraiah, said the sources of income included the total grant from the Central and State Governments and the University Grants Commission (Rs. 19.7 crores), fees (Rs. 9.24 crores), internal resources (Rs. 6.41 crores) and other sources (Rs. 2.75 crores). He said the main items of expenditure are: academic expenditure (Rs. 21.28 crores), which constituted 67.7 per cent of the total expenditure, administrative expenditure (Rs. 5.76 crores), students' welfare (Rs.86.5 lakhs) and other services (Rs. 3.5 crores).
Loan
Mr. Ramachandraiah said it is proposed to seek a loan of Rs. 5.5 crores from a bank to complete the works taken up last year and Rs. 80 lakhs has been earmarked in the budget towards repayment of the loan. He said that a grant of Rs. 4.5 crores is being expected from the Centre, the UGC and the State Government, of which Rs. 1.5 crores will be utilised for development works, and the remaining for the purchase of books for the library and equipment for laboratories.
Development works
Mr. Ramachandraiah said Rs.13.88 crores was earmarked for development works in 2004-05, which Rs.11.5 crores was earmarked for the completion of development works and Rs. 2.38 crores for new works. He said that the major works taken up last year included the construction of the Kuvempu memorial building, at an estimated cost of Rs. 2.4 crores, the construction of the Computer Block at a cost of Rs. 2.14 crores, the Life Science Block at a cost of Rs. 4.09 crores, the construction of an indoor stadium at a cost of Rs. 2.09 crores and the outdoor stadium at a cost of Rs. 37 lakhs. He said the Diamond Jubilee Hall is being constructed on the premises of the Sahyadri College here at a cost of Rs. 60 lakhs. Besides, a library is being constructed on the college campus at a cost of Rs. 34.5 lakhs.
Campus networking
Mr. Ramachandraiah said the campus networking taken up with a grant of Rs. 30 lakhs from the UGC was completed and that its facility was being extended to the students of various post-graduate departments.
Research
He said that a provision of Rs.40 lakhs has been made in the budget with a view to giving more emphasis for research and publication works and scholarships for the research scholars. He said it is proposed to introduce "School concept" to give more importance to the research activities on the lines of foreign universities. The Registrar (Administration), Praveenchandra Pandey, the budget will make good the deficit to the extent of Rs. 50 lakhs by mobilising internal resources. Made Gowda, member, described the new budget as "realistic" and suggested that the authorities furnish details about the assets and liabilities of the university. The Vice Chancellor, K. Chidananda Gowda, presided over the meeting.
