Drinking water scheme highlight of district panchayat budget

KOTTAYAM, MARCH 15. The budget for Kottayam district panchayat for 2005-06 was presented today. The total budgetary provisions include the Plan Fund amounting to Rs. 11,98,27,000 and a non-plan component of Rs. 5,39,00,000.

The non-Plan component this year will be amplified by another Rs. 1,94,71,825, which is the expected carryover from the current year, making the total available fund at Rs. 7,33,71,825.

The non-Plan expenditure during 2005-06 will be Rs. 5,47,60,000 showing a surplus of Rs. 1,86,11,825. The Plan fund includes the SCP component of Rs. 3, 02,55,000, TSP component of Rs. 73,55,000. Under the general head, has been earmarked an amount of Rs. 8,22,17,000.

Major projects

Major projects envisaged in the budget presented by Sudha Kurian, chairman of the standing committee on finance, include launching the work of the Kariyar Spillway, a drinking water project using water from Vembanad Lake, a massive health awareness programme with the involvement of MG University and enhancing infrastructure facilities in schools.

The most ambitious among the project, the Rs. 8-crore drinking water distribution system with lake water, envisages a massive water purification complex and then pumping the purified water to the existing system.

This is expected to find a lasting solution to the drinking water problems of the western areas of Changanassery, Kumarakom and Vaikom. A sum of Rs. 20 lakhs has been earmarked for the initial stage.

The Kariyar Spillway project, at an estimated budget of Rs. 14 crores, will protect nearly 45,000 hectares of paddy field from brackish water intrusion during dry season. Vaikom, Kaduthuruthy, Ettumanur and Pallom areas will benefit from the project. A sum of Rs. 15 lakhs has been set apart for the project.
