Academic Council approves draft granting autonomy

MANGALORE, MARCH 15. The Academic Council of Mangalore University in its meeting on Tuesday approved the Draft Statute Governing the Grant of Autonomy to Colleges and Units and Functioning of Autonomous Colleges (framed under Section 40 (1) p read with Section 64 of the Karnataka State Universities Act, 2000), prepared by the Mangalore University.

This draft assumes significance as the University Grants Commission (UGC) recently agreed to give autonomy to seven degree colleges of Mangalore University.

After the draft is placed before the Syndicate of the university, it (draft) would be sent to the Government for approval. If the Government approved the draft and decides to give autonomy to the seven degree colleges approved by the UGC, the colleges would function autonomously for six years initially.

The draft says the university would review the functioning of an autonomous college at the end of the fourth year with the help of a committee. Towards the end of the sixth year, the UGC will conduct a review.

The university Syndicate based on the report of the review committee could pass a resolution to withdraw the autonomous status of a college with the consent of the Government, or otherwise.

Notwithstanding the autonomous status conferred to a college, such colleges will be governed under the Karnataka State Universities Act, statutes, ordinances and regulations framed by the university.
