Sir, In his book, Political Behaviour of Indian State Governors, Digambar Mishra argues that the role actually played by a Governor is not the one assigned to him under the Constitution. While his constitutional role is that of a neutral head of State, his actual role is full of political overtones. Our founding fathers would have never thought that the august office would be subject to misuse. When constitutional reforms are being contemplated, they should include in their ambit the appointment and functioning of Governors too.

* * * Sir, The idea of having elected Governors should be given serious consideration. It is also desirable to have a panel of Governors drawn from among retired military personnel, non-controversial retired civil servants and the like. Once elected, they can be posted to the States in rotation.
