BANGALORE, MARCH 16. The Water Resources Minister, M. Mallikarjun Kharge, told the Legislative Council today that the Union Ministry of Water Resources will release Rs. 387 crores this month under the accelerated irrigation benefit programme (AIBP) to complete 10 irrigation projects in the State in 2006-07. Replying to K.C. Kondaiah (Congress), Mr. Kharge said the State requires at least Rs. 28,000 crores to complete all the ongoing projects, and he has asked the Deputy Chief Minister, Siddaramaiah, to release Rs. 6,000 crores each year. Although the allocation for irrigation has been increased in the budget, the additional funds will only cover cost escalation, he added. The 10 projects for which funds will be allocated under the AIBP are (the amount sanctioned and released are given in brackets: Upper Krishna Project (UKP) first stage, third phase (Rs. 146.80 crores, Rs. 40.55 crores), UKP second phase (Rs. 265.72 crores, Rs. 84.43 crores), Malaprabha (Rs. 12 crores, Rs. 4.2 crores), Ghataprabha (Rs. 62.09 crores, Rs. 21.73 crores), Hirehalla (Rs. 12.84 crores, funds not released), Gandori Nala (Rs. 19.05 crores, Rs.6.66), Varahi lift irrigation scheme (Rs. 10 crores, funds not released), Mullamaari lower bank scheme (Rs. 12.69 crores, funds not released), Karanja and Maskinala. Mr. Kharge said that at a meeting of water resource Ministers, convened by the Union Water Resources Ministry, the Centre had promised that the rest of the funds required for implementing the 10 projects will be released. It said that forest and environment clearance for the Varahi project will be given.
Unauthorised pumpsets
The Minister told Jalaja Naik (Congress) and Shivashankar (Janata Dal-S) that senior officials of districts will be directed to remove unauthorised pumpsets used to draw water from irrigation canals, particularly along the Bhadra right bank canal, which is affecting farmers at the tail-end of the canal in Harihar and Harapanahalli taluks of Davangere district. He appealed to legislators to protect officials when they take action against erring farmers.
