LONDON, MARCH 20. One person has been arrested in Slough, near London, in connection with last year's bomb attacks in Madrid that claimed 191 lives. Police said that 39-year-old Moutaz Almallah Dabas, a Spanish national, was arrested under a European extradition warrant, issued by Spain, for "alleged terrorist offences, in particular involvement in the Madrid bombing.' He would be produced before a magistrate on Monday. According to the Spanish police, Mr. Dabas had a "significant or leading position'' in organising meetings aimed at recruiting young people for alleged terrorist operations. The warrant charged Mr. Dabas with "recruitment of radical Islamist youngsters in Spain to send them abroad.'' It claimed that he had a flat in Madrid which was used for recruiting "Islamist'' fighters. His arrest came 24 hours after a Syrian national, Mohannad Almallah Dabas whom the police identified as his brother, was arrested in Madrid. Police claimed that the two were close to Serhane ben Abdelmajid, a Tunisian, alleged to be the mastermind behind the Madrid bombings. More than 70 persons have been arrested so far on suspicion of their involvement in the bomb attacks which caused outrage across Europe and led to the defeat of the then Spanish Government led by Jose Maria Aznar in elections held weeks after the attacks.
